Town and Village of Clayton LWRP

The Town and Village of Clayton are updating a Local Waterfront Revitalization Program (LWRP) to guide future investment, strengthen coastal resiliency, and enhance the community’s connection to the St. Lawrence River. The effort builds on the previously approved 2013 LWRP for both communities.

What is an LWRP?

  • A LWRP is a community-developed plan that guides the long-term use, protection, and enhancement of waterfront areas.

  • It establishes local policies for land use, environmental protection, public access, economic development, and waterfront redevelopment.

  • Once approved by the state, an LWRP gives municipalities greater influence over projects affecting their waterfront and helps align local priorities with state and federal funding opportunities.

Why an LWRP?

An adopted LWRP provides communities with:

  • A clear, consensus-driven direction for the future of the waterfront.

  • Stronger state and local partnerships for planning, technical assistance, and implementation.

  • Review of government agency actions that affect the local waterfront area.

  • Increased opportunities to apply for State funding for waterfront improvements and revitalization projects.

LWRP Priorities:

  • Expanding and improving public access to the waterfront.​

  • Strengthening coastal resilience and preparing for flooding and rising water levels.

  • Enhancing water quality and addressing related environmental concerns.

  • Reducing conflicts between recreational and commercial users of the waterfront.

​The LWRP will include strategies and priority projects to...

  • Improve public access and enhance connections between downtown and the waterfront.

  • Update local codes and ordinances to support sustainable, resilient development.

  • Integrate resiliency measures into local planning.
